Involvement, Inc. Project! (Involvement Court Referral Services-ICRS)
In 2005, the Hopkins Fiscal Court invested $100,000.00 to launch the Involvement, Inc. Project. This effort created the ability of the County Attorney to provide drug testing services, truancy enforcement and other court compliance monitoring. Today, these services have become a vital part of our local justice system.

Drug Screening Program
This program will randomly screen individuals for drug usage on those clients referred to ICRS by the Courts and/or Court Designated Workers. Positive drug screens will be reported to the appropriate agencies. The fee for each test performed by ICRS will be $20.00 to be paid by the client. Each drug screening will consist of a five-panel test for methamphetamine, marijuana, ampheta-mines, cocaine and opiates.
Truancy Tracker Program
KRS 159.010 is known as Kentucky's Compulsory Attendance law and requires that children between the ages of 6 to 16 attend school. Both parents and children can be charged with a criminal violation if students become habitual truants.
The County Attorney will process these violations when directed by the local school authoriteies. Upon a guilty plea, the student may qualify for the Truancy Tracker Program.
Truancy Tracker Program Rules
1. Attend school every day unless you have a valid doctors excuse.
· Please also note that any tardys will not be excused unless a doctors note is presented.
· Doctors note MUST CLEARLY state that the excuse is for an ALL-DAY ABSENCE.
2. If student is sick and will not be in school, a parent MUST call Involvement Court Referral Services the morning of the absence.
3. If a student misses any days without a doctors excuse, the student will be referred to the proper agency and a court appearance will be required.
4. If student/family moves or changes telephone numbers, Involvement Court Referral Services MUST be notified of the new information.
5. Pay the required $20.00 monthly monitor fee.
PROGRAM VIOLATIONS AND CONTINUED TRUANCY CAN RESULT IN JAIL TIME!!
In-Home Incarceration
ICRS operates an electronic monitoring service that allows non-violent offenders, both adults and juveniles, to remain in the community, attend school, or remain employed in lieu of being incarcerated at a local or state facility.
No Insurance Program
This program will monitor individuals convicted of driving without liability insurance coverage by requiring these individuals to report to the ICRS office monthly for a period of one year to provide valid proof of insurance. A fee of $20.00 monthly will be required by the client to pay to ICRS. Failure to meet the requirements of this program will result in violation of the clients Conditional Discharge as set forth by the Hopkins District Court.
