Community Outreach is a division of the Hopkins County Attorney’s Office. The responsibility of our office is to insure that defendants are compliant with court orders. Community Outreach monitors defendants who have been court ordered to enroll in one of the many program’s offered, such as:
Fresh Start Program
Defendants that are charged with minor drug offenses are given the opportunity for a “Fresh Start,” through random drug testing. Defendants are court ordered to enroll and comply with the Fresh Start Program instead of jail time. These individuals are required to pass at least 12 drug screens over the period of a year to comply with the courts order and complete the program. Fees are associated with this program; defendants must pay a $30.00 enrollment fee and $20.00 for every drug screen. If a defendant fails to comply with court orders, he/she can be held in contempt of court, fined and confined to jail. We also offer drug testing to the public. All drug tests are performed at the Hopkins County Attorney’s Office.
No Insurance Program
According to KRS 304.39-080, an owner of a motor vehicle in the Commonwealth of Kentucky is required to maintain insurance. Failure to do so is a Class B Misdemeanor and carries a sentence up to 90 days in jail and or up to a $250 fine. This program is designed to protect public from individuals who are cited for driving with no insurance. Instead of jail time they are court ordered to enroll and comply with the Hopkins County Attorney’s Office No Insurance Program. These individuals are required to provide our office with proof of automobile insurance or sign an affidavit stating that they do not have or operate a motor vehicle requiring insurance over the period of a year. Fees are associated with this program; and defendants pay a $20.00 monthly fee. If a defendant fails to comply with court orders, he/she can be held in contempt of court, fined and confined to jail.
Truancy Program
Education is one of the most important things in a child’s life. Our Truancy Program helps our local schools keep track of students who are not attending school regularly. When a student has accumulated 6 unexcused absences and/or tardies, their names are submitted to our office so we can begin to track these individuals and hold them accountable. The parents or student is cited and given a court date. The District or Family Court will order them to enroll into the Truancy Program. Fees are associated with this program; and defendants pay a $20.00 enrollment fee. The Hopkins County Attorney’s Office is notified by Hopkins County School Board when a student or parent is not compliant. Our office will notify the court, and a new court date will be given. This brings this case and the individuals back before the judge to answer to why the student or parent is non-compliant. If a defendant fails to comply with court orders, he/she can be held in contempt of court, fined and confined to jail and/or a detention facility.
Community Service
Community Service is a great program that helps defendants and is beneficial to the community. Defendants can sometimes be ordered to do community service instead of jail time; they are court ordered to enroll with Hopkins County Attorney’s Office. We work with businesses and individuals in the community to place the defendants in jobs. An individual must volunteer a specific number of hours of community service. Community Outreach monitors the hours worked. Fees are associated with this program; and defendants pay a $20.00 enrollment fee.
Mentoring
Our office has taken on the challenge of mentoring at risk juveniles and parents. The staff of Community Outreach visits schools, jails, prisons, and local events. Our staff will educate students and parents on the dangers of drugs, alcohol and attending school. Through this effort we have seen several juveniles and parents make a dramatic change and have gotten their lives back on track.
